The UK Ministry of Defence (MOD) has awarded Babcock International a contract for the service and management of its ‘white fleet,’ the critical network of non-combat vehicles supporting the British Armed Forces.

The new agreement, known as Phoenix 3, is valued at approximately £60 million. It includes the provision for up to five additional one-year options.

Core Responsibilities and FMIS Integration

Under Phoenix 3, Babcock will oversee the comprehensive management of cars, vans, trucks, and specialist vehicles used by the MOD both in the UK and overseas. The contract focuses on leveraging economies of scale to ensure the MOD secures the best possible value and operational efficiency.

Babcock’s responsibilities include:

  • Vehicle Sourcing and Procurement: Overseeing the acquisition of both lease and rental assets.
  • Service, Maintenance and Repair (SMR): Ensuring fleet readiness through proactive management.
  • Accident Management: Handling all aspects of vehicle recovery and repair.
  • Bespoke FMIS Delivery: The implementation of a Fleet Management Information System (FMIS) to ensure consistent, compliant, and efficient operations across all MOD locations.

Kate Robinson, Managing Director of Through Life Equipment Support (TLES) at Babcock, said:

“Providing steadfast support to the MOD’s white fleet ensures they maintain the mobility and operational readiness it needs at home and abroad. As a trusted partner we are dedicated to sustaining the white fleet capability through the Phoenix 3 contract.”

Rear Admiral Paul Murphy, Director Major Programmes, Defence Support, added:

“Defence white fleet is a critical enabler to current, contingent and specialist operations, as well as business as usual by all areas. The award of the new Phoenix 3 contract secures this capability for the future and modernises the management of Defence white fleet. I wish to commend the collaborative approach across Defence Support and the Military Commands that has enabled this good outcome for Defence.”

Strategic Impact

The contract is expected to sustain approximately 60 jobs across Babcock’s business operations. By modernising the management of the white fleet through the bespoke FMIS, the MOD aims to streamline its logistics and maintain high levels of mobility for personnel and equipment during both routine and contingent operations.
