The Prime Minister has today announced that British Armed Forces and law enforcement officers have been granted the authority to board and interdict sanctioned “shadow fleet” vessels transiting through UK waters.

The move is designed to increase the “stranglehold” on the ageing and often under-insured tankers that Russia uses to circumvent international oil sanctions and fund its ongoing conflict in Ukraine.

Under the new agreement, UK military and law enforcement can now stop, board, and potentially detain any vessel that has been specifically sanctioned by the UK while it is in national waters, such as the English Channel.

Key details of the announcement include:

  • Closing Maritime Routes: By restricting access to UK waters, operators of sanctioned vessels will be forced to choose between longer, more expensive routes or the risk of detention.
  • Allied Coordination: This domestic move follows recent Royal Navy activity in European and Mediterranean waters, where UK assets supported international allies in monitoring and tracking shadow fleet movements.

The announcement coincides with the Prime Minister’s attendance at the Joint Expeditionary Force (JEF) Summit in Helsinki. The UK has already imposed sanctions on over 500 vessels linked to the shadow fleet, and today’s authorisation represents a shift toward direct enforcement in home waters to ensure these sanctions are upheld.

The Ministry of Defence confirmed that deterring and degrading the shadow fleet remains a priority, aimed at reducing the oil revenues currently fueling the Russian war economy.
